Supervisor of the Checklist Vacancy - Ward 1 Moderator 

The City of Franklin is seeking a Ward 1 Registered Voter to fill the vacancy of the Election Moderator for Ward 1. This is an elected paid position. This role has many important responsibilities. Knowledge of election laws and procedures is a plus; however, training is available. Attendance at all Elections is required.

The Moderator is the election officer in charge of the polls. It is the Moderator’s responsibility to make certain all election officials are available on the day of the election and that each is familiar with his or her duties for the day. New Hampshire Constitution, Part 2, Article 32; RSA 659:9. Examples of duties include but are not limited to the following: arranges a smooth layout of the polling place, follows the checklists for opening and closing the polls, maintains supervision of the official ballots and ballot box, processes absentee ballots, assists voters as needed, keeps track of spoiled ballots, manages observers and challengers, controls lines, has the ability to plan for contingencies, keeps everyone informed at the polls, certifies the checklist, counts the votes, declares the results, reports the results to the City Clerk, seals and certifies the ballots, delivers the ballots to the clerk. Additionally, participates in recounts if requested.

The right candidate will be a leader with good communication skills and have an ability to understand and enforce the NH election laws. Due to the fact this position is open between City elections, the City Council will appoint a candidate to serve through the end of 2027. This position will be on the October 6, 2026 City Election as a two-year term.
